The video shows Anthony's response upon learning that the remains of her 2-year-old daughter Caylee Marie were found n the woods near her home in December 2008.
WKMG-TV Channel 6 has filed a motion to unseal the video.
Orange-Osceola Chief Judge Belvin Perry will preside over the 3 p.m. hearing.
The video was sealed in June 2009. At the time, the judge overseeing Anthony's murder case, Judge Stan Strickland, agreed with her defense team that the video would be prejudicial at trial.
Anthony was acquitted in July of charges she killed her daughter in 2008.
On the day Caylee's remains were found, jail officials -- responding to a request from the Sheriff's Office -- moved Anthony from her cell to a medical facility, where a TV showed reports about the discovery.
A video camera in the medical facility recorded her reaction.
An Orange County Corrections lieutenant told detectives Anthony breathed rapidly, her hands became sweaty and red blotches appeared on her neck. She asked for a sedative.

Anthony's defense team didn't want the video, which has no sound, released publicly.
"While the court is loath to shield any public record, an argument can certainly be made that the contents of the video are highly inflammatory," Strickland said in his three-page order that sealed the record.
WKMG says the video has news valued. The news outlet says there is no prejudice to Anthony now and the tape should be released.
